Overview
Railcar work is governed by strict industry rules. The Apache Railway Company operates under a full set of certifications that cover tank car qualification, freight car repair, HazMat handling, environmental compliance, and workforce safety. These certifications are verified through regular audits by federal and state regulators, as well as by our own customers.
Association of American Railroads (AAR)
- M-1002 Certification – Tank Car Facility
Authorizes tank car maintenance and repair. - M-1003 Certification – Quality Assurance Program
Recognized as equivalent to ISO 9001. Requires documented procedures, internal audits, and continuous improvement.
AAR Activity Codes (per facility status):
- B24 – Repair to tank cars, welding & NDE
- B25 – Freight car repairs with over 85 hrs labor
- B26 – Freight car Rule 88 repairs
- B81 – Tank car qualification
- B89 – Maintenance and qualification of service equipment
- C5 – Tank car service equipment repair
- C6r – Tank car service equipment removal & replacement
Federal Oversight
- FRA Compliance – Regular inspections for rolling stock, safety appliances, and crew certifications.
- BOE (Bureau of Explosives - which regulates tank cars) Compliance
- OSHA Standards – Safety procedures for shop and field operations.
- PHMSA Guidelines – Hazardous materials handling and documentation.
Hazardous Materials (HazMat) Compliance
- Listed with U.S. DOT as a HazMat-handling facility.
- Employees receive annual HazMat training.
- Spill response team on-site, supported by outside vendors.
Environmental Compliance
- Air Quality – Oversight by Arizona Department of Environmental Quality.
- Water Quality – Stormwater management and discharge monitoring.
- Waste Handling – Licensed contractors manage hazardous and non-hazardous disposal.
Rail Safety & Workforce Compliance
- Part 228 – Railroad employee training, qualification, and oversight
- Part 240 – Locomotive engineer qualifications
- Part 242 – Conductor certification
Emergency Response Readiness
- On-site spill response plan and trained staff.
- Annual participation in short-line safety programs and community drills.
Mobile Repair Certifications
- Certified to perform AAR-approved mobile railcar repairs within a 100-mile radius of Snowflake, AZ.
- Includes repair, inspection, and emergency response under AAR and FRA standards.
